The Challenge

A UK policing organisation was modernising critical infrastructure across several legacy programmes but had no central view of priorities, risks or delivery performance. Without a consistent governance framework, it was difficult to coordinate activity, manage dependencies and make informed investment and sequencing decisions.

The organisation needed greater visibility across the portfolio while continuing to modernise legacy services without disrupting operational delivery.

Our Approach

We built the demand and prioritisation model around the decisions the client needed to make: which legacy programmes carried the greatest risk, where dependencies sat and how delivery confidence should be reported. The team catalogued systems, owners and dependencies, then introduced common governance processes and demand management tools across delivery teams.

Infrastructure transition, disaster recovery planning and executive reporting were developed together so risk, pace and confidence could be reviewed in one place. From the outset, the framework was designed for client ownership after handover.

What We Delivered

The final package included a programme prioritisation and governance framework across multiple legacy programmes, a systems and services catalogue, and roadmaps for migration, sustainment and transformation. Delivery tracking tools and executive reporting gave senior stakeholders a consistent view of confidence, risk and pace.

We also set out disaster recovery options and completed structured knowledge transfer, leaving the client team with the documentation, processes and governance needed to run the framework independently.

Outcomes and Impact

Senior stakeholders gained a portfolio-wide view of delivery, supporting more informed investment, prioritisation and sequencing decisions across critical policing infrastructure. The governance framework helped the organisation manage legacy modernisation without disrupting operational services while providing a consistent approach to monitoring delivery performance and risk.

Following handover, the client team was able to operate and develop the framework independently.
